Water and glass both have greater density than air, but air has a greater density than the vaccuum of space. Passing into a more dense material the angle of emergence less than the angle of incidence, passing into a less dense material the opposite occurs. If the light is passing through parallell interfaces, i.e. into the glass of a window, then out of that same pane of glass, the light will emerge from the material at the same angle at which it entered, regardless of the medium.
